Dyas Human Resource Development

Dyas Human Resource Development, Inc. (DHRD) is a small business founded in 2004 by owners Charles “Chez” L. Dyas, III, and Amy Mullican. Jeanne Carmichael joined the company as an owner and full member on May 2, 2005, and Brian Carmichael joined the team as an owner and full member in February 2006. DHRD is an expert team of researchers and investigators who provide federal contractors and subcontractors a complete, integrated range of services to ensure compliance with Title 41, Part 60 of the Code of Federal Regulations. The mission of DHRD is to provide the highest standard of services and products related to Affirmative Action Programs (AAPs) and equal employment opportunity required by the U.S. Department of Labor's Office of Federal Contract Compliance Programs (OFCCP).

The Team

Jeanne Carmichael

The research and investigative division has exceptional OFCCP experience with the 24 years of direct agency experience brought by Jeanne Carmichael, who served as a former employee of the U.S. Department of Labor's Office of Federal Contract Compliance Programs (OFCCP). Jeanne was a Senior Compliance Officer with OFCCP from 1989 until she was promoted to the Assistant District Director of the Birmingham District Office in 2003. During her tenure with OFCCP, she deepened her knowledge of the laws that OFCCP enforces while she demonstrated to contractors a common-sense approach to affirmative action and equal employment opportunity. As Senior Compliance Officer she conducted compliance evaluations of both Service and Supply and Construction contractors, investigated discrimination issues, trained junior compliance officers, and ultimately led the office by supervising six compliance officers and one equal opportunity assistant. Below is a list of some of Jeanne's knowledge and experience:

Amy Mullican

Amy Mullican, originally from Moulton, Alabama, received a BA from the University of Alabama where she was a Phi Beta Kappa graduate. She is a former employee of the U.S. Department of Labor's Office of Federal Contract Compliance Programs (OFCCP). She was a Compliance Officer with the OFCCP for ten years (1994-2004), over six of those as a Senior Compliance Officer (1998-2004). She conducted Service & Supply and Construction compliance evaluations, compliance checks, complaint investigations, and held technical assistance seminars. At DHRD, Amy develops Affirmative Action Plans, conducts impact ratio and compensation analyses, conducts anti-harassment and AAP training, and provides OFCCP audit assistance and other interpretive guidance. Below is a list of the experience earned which she brings to the company:

Amy is deeply involved in her community, serving as as Treasurer and board member of the Kiwanis Club of Homewood-Mountain Brook. She is an active supporter of numerous environmental conservation groups.

Brian Carmichael

Brian Carmichael, is a primary member of the AAP Development Division, as well as our Operations Manager and IT Specialist. He spent five years in the United States Air Force in the Intelligence Division. He has a degree in computer science and worked in Human Resource Development and Strategic Planning prior to joining our team as a partner in February 2006. His roles at DHRD include the creation and development of Affirmative Action Programs which include, but are not limited to, impact ratio analysis, compensation analysis, and strategic planning for DHRD and its clients. He is responsible for developing and conducting custom sexual and racial harassment training and EEO training for managers and supervisors. Brian has consulted on, and written, over 1000 Affirmative Action Programs and supporting analyses. Brian is deeply involved in local community efforts as the Finance Director and Head Coach for the Hueytown Dixie Youth Baseball League, and Finance Manager for his church.

Charles "Chez" L. Dyas III

Charles “Chez” L. Dyas, III specializes in Government Contract Compliance, Human Resource Management, Entrepreneurship,and Business Development. As founding partner of Dyas Human Resource Development, Inc., his roles include infrastructure management and development consulting, head of the construction compliance division, and strategic planning and operations for DHRD and its clients.

After earning his Bachelor of Science degree in Human Resource Management from Auburn University, Chez directed his professional focus towards government contracting, infrastructure management and development, talent acquisition, compliance services, and entrepreneurship.

Throughout his tenure, Chez has developed an energetic approach to empowering business growth strategies through workforce optimization programs, military transition projects, design of streamlined recruiting and selection practices, talent mobility, and employee and project development.

Equally devoted to generating philanthropic support for causes that embrace local and regional change, Chez is the founder of the Non-Profit organization Civil Harvest Initiative. He currently serves as a “Class-A” volunteer for the Special Olympics. Additionally, he serves as a current board member of BBC Land and Timber, LLC, which is an organization dedicated to the conservation and preservation of the Southern Yellow Pine Forrest in south Alabama.
